   Comprehensive Plan 


Background:

Beginning with the Georgia Planning Act of 1989, every local government in Georgia must develop and adopt a comprehensive long-range plan to maintain Qualified Local Government (QLG) status. This plan is a 20-year policy guide that assesses current conditions, projects future trends, develops strategies and goals, and creates a work program to achieve these goals. According to the Georgia Planning Act, these plans must be updated every ten years. The Rome-Floyd-Cave Spring adopted its current plan update in April 2018 and is updating the 5-year work plan for submission in 2023.  


Purpose:

As outlined by the Georgia Department of Community Affairs (DCA), the comprehensive plan will serve as a facts-based resource for local constituents that tracks the implementation of community-based policies. Through the development and implementation of the plan, Rome-Floyd-Cave Spring will have a strategic direction that guides decision-making in a way that maximizes resources, mitigates challenges, and shapes development. Additionally, this document will clarify stakeholders (businesses, residents, partners, other governmental entities, etc.), allowing them to understand the direction of their community.

Contents of the Plan:

The Georgia Department of Community Affairs (DCA) is responsible for setting minimum standards and procedures for local comprehensive planning. The purpose of the minimum standards is to provide a framework for developing, managing, and implementing local comprehensive plans. These standards apply to the 2040 Rome-Floyd-Cave Spring Comprehensive Plan.

The Rome-Floyd-Cave Spring  Comprehensive Plan includes the following elements:

  • Community Goals: a combination of a general vision statement, a list of community goals, community policies, and character areas.
  • Needs and Opportunities: an examination of current data and trends, a review of the existing plan, and engagement of stakeholders.
  • Community Work Program: a list of specific activities the City intends to accomplish over the next five years.
  • Land Use: an update of future land use maps and character area maps.
  • Housing: consideration of the community’s housing characteristics and growth patterns.
  • Transportation: evaluation of the components of the transportation system.
