Planning Department Overview

The Rome/Floyd County Planning and Zoning Department responsibilities include providing citizens, developers, realtors, and other staff persons with information relating to land use and development; carrying out long-range comprehensive planning activities, interpreting the land development code as needed, and implementing the zoning and land use standards that are described in the Unified Land Development Code (ULDC) for the City of Rome and Floyd County.

The three committees that the Planning and Zoning Department oversee and provide staff support to are the Planning Commission, Board of Adjustments Commission, and the Historic Preservation Commission. These committees serve to guide all applications requested by developers, builders, and citizens that require a public hearing. Applications are coordinated and processed on a monthly basis.

Transportation Planning

The Rome-Floyd County Planning Department was designated as the Metropolitan Planning Organization (MPO) for the Rome/Floyd County area. The area was designated in 1983 as an “Urbanized Area” by the United States Bureau of the Census.

Unified Land Development Code (ULDC)

Initially adopted by Floyd County and the City of Rome in August 2001, the Unified Land Development Code regulates the use of land, the location and use of buildings and other site improvements, and the construction of public facilities and private improvements related to the development of land in each jurisdiction.

Rome-Floyd County Comprehensive Plan

The Rome-Floyd County Comprehensive Plan is a guide to ongoing growth and development occurring in the City and the County. The Comprehensive Plan identifies goals for the City and County, establishes policies to be used in making decisions, identifies what development types are appropriate in specific areas of the City and County, and proposes implementation strategies for the City and County to use to achieve its goals.

Submission Deadlines

To meet the requirements found in HB 1405 pertaining to Zoning Procedures Law, the Rome/Floyd County Planning Department will hold to strict deadlines for applications involving Planning Commission, Board of Adjustments, and the Historic Preservation Commission. You may see the chart below for our 2026 application deadlines and their corresponding public hearings. 

HB 1405 clarifies the process for appeals of zoning decisions and disputes. You will find a summary table at the link below that provides an overview of the specific changes to the ZPL. Commission Meeting Charts 2026

Zoning Verification Forms are administrative forms that ensure any project requiring a Building Permit meet the minimum standards set forth by our Unified Land Development Code (ULDC), including, but not limited to, proper zoning district, setbacks, and intended use. These forms are free and are completed in the office, or via email, by Planning Staff. 

Zoning Letters

A Zoning Letter is official documentation of a property’s current zoning classification issued by the Rome/Floyd County Planning and Zoning Department. The letter content will vary depending on the availability of zoning records for the specific property and represents the status of the subject property as of the date the letter is issued. Any subsequent changes to the property, or changes that occurred with no record contained in the city’s file, are not reflected.

A verification letter will verify the zone district where the subject property is located, including:

  • Confirmation of address
  • Confirmed zoning district
  • Any applicable overlay zone, flood plains, planned development, historic, or special landmark
  • Existence of an approved or recorded rezoning, variance, and/or any special use permit with any applicable conditions and corresponding ordinances

A zoning verification letter will NOT include:

  • Confirmation of ROW widening, utility or other easements; building permits or certificates of occupancy; building or fire code violations
  • Validation of property dimensions of subject parcel(s), property line location, or total land area of subject parcel(s)
  • Copies of all approved permits (customer should pursue an Open Records Request

To obtain a verification letter:

Zoning Letters cost $100, which can be paid by check or over the phone. To request the zoning letter for the subject property, please call 706-236-5025. If you do not have an address or tax identification number of the location you are requesting, please attach a boundary survey or plat of the property. A request for a zoning letter is normally completed within three (3) to five (5) business days after payment is received. Some requests will require longer research and may not be completed within this timeframe. If that is the case, you will be notified of the expected completion date.
