2023 City SPLOST Projects

Floyd County, City of Rome and City of Cave Spring citizens and organizations voted to pass the 2023 Special Project Local Option Tax (SPLOST) referendum. A citizen committee determined which projects were added to the referendum for the November 2023 election.  Provided below are city projects on the 2023 SPLOST.

City of Rome Clocktower Structural Repair $800,000 $739,198 $60,802 2025 Contractor determined the cause of lean and made necessary repairs to mitigate future leaning. A substantial amount of paint has been removed, new timbers have been installed, and it has been painted.  All exterior trim pieces in need of replacement have been addressed. The exterior has been primed and painted and roofing has been completed. Exterior tower doors are being restored. New clock hands and electronic clock control mechanisms installed and new bell striker in place. A tentative ribbon cutting dedication will be held on November 17, 2025.
City of Rome Highway 411 Water Expansion $3,400,000 $0 $3,400,000 2026 Design work is complete, and all permits have been received. The city plans to solicit for bids for construction during the first quarter of 2026.
City of Rome Enterprise Corner Sewer Expansion $4,500,000 $0 $4,500,000 2026 The following has been completed: survey, preliminary concept design, and geotechnical testing. Sizing and placement of the required lift station(s) to include structural and electrical design are pending on area prospects (end users). Engineering and staff are also evaluating other sewer options for the service area. 
City of Rome & Floyd County Fire Capital $5,750,000 $3,402,491 $2,347,509   2 Pierce fire apparatus have been ordered and are scheduled for build completion in 1st qtr. 2027 for city station 1 (Downtown) and county station 10 (Wax). 2 squad vehicles purchased and in service. 3 fire engine refurbishments: one is completed and another scheduled to begin before end of 2025. Replaced base radios for all fire facilities and purchased new, portable bluetooth compatible radios that sync with new self-contained breathing apparatus. New self-contained breathing apparatus purchased and in-service. 1 brush truck purchased and in-service. Training projects underway and ongoing. 
City of Rome New Police Facility $22,481,289 $5,548,862 $16,932,427 2026 Purchased building at 375 Technology Blvd., 3-month buildout completed, department relocated March 2024 and opened to the public April 2024. We have purchased land at Riverside Parkway and Riverside Industrial and plan for the future permanent home of Rome PD on this site, with solicitation of an architect underway. 
City of Rome New Police Radios $1,200,000 $0 $1,200,000 2025 Additional digital radios will be acquired to replace and supplement the existing Harris radios.
City of Rome & Floyd County Land Purchase for Economic Development $10,000,000 $0 $10,000,000   Ongoing efforts through the Rome Floyd County Development Authority.
City of Rome Paving & Infrastructure $6,500,000 $0 $6,500,000 2025 A number of paving and infrastructure projects will be completed as soon as practical.
City of Rome & Floyd County Chulio Road Improvements $6,000,000 $0 $6,000,000   Floyd County is taking the lead to administer the project.
Jackson Hill to Ridge Ferry Boardwalk $2,000,000 $33,845 $1,966,155 2026 The engineering drawings are in the final stages of development and should be complete by the end of 2025. The project is expected to start construction by the spring of 2026.
Eagle Park $550,000 $13,500 $536,500 2026 We will work with the consultant that completed the Parks & Rec Master Plan to assist in a park design for the new upgrades.
Ridge Ferry Ramp Replacement $60,000 $0 $60,000 2026 The boat launch near the ECO Center will be upgraded.
